Marine Corps Community Services

The Marine Corps Community Services Department  (formerly Morale, Welfare and Recreation or MWR) is the “quality of life” provider for the Marine Corps.  Its mission is to provide fitness and recreation programs, personal services, and business activities in direct support of individual and family readiness and retention.

Business Operations and Support Division

The mission of Business Operations (BOPS) is to provide authorized patrons with articles and services necessary for their health, comfort, and convenience at reasonable prices.  We provide these services through many different types of businesses such as the Marine Corps Exchange/Super Seven Store, the Railhead Exchange, the Oasis Club, the Enlisted Club, Family Restaurant and Lanzer's Lounge (Yermo), Temporary Lodging Facility, Hobby Shops and Tees 'N' Trees Golf Course.

Profits generated from these business activities are used to provide a supplemental source of funding for Marine Corps Community Services programs to support the Quality of Life Programs for our military families, retirees and civilian Marines.

BOPS is divided into four major areas:  Financial Management Branch, Food and Hospitality Branch, Retail and Services Branch, and Recreation Branch

Financial Management Branch

The Financial Management Branch provides budget and accounting control over non-appropriated funds (NAF) used to support various functions or programs within MCCS and is also responsible for financial reporting.  Phone number: Head, Financial Management Branch, (760) 577-6391.

Food and Hospitality Branch

Food and Hospitality operations are the social centers at MCLB Barstow.  They promote well-being, morale and camaraderie during leisure time for all authorized Marine Corps patrons.   This is accomplished through food, beverage, and entertainment.  

The Oasis Club, located in Building 38, open to all hands, allows members a place to relax alone or get together with friends.  Food, beverages, games and music are some of the things available.   The Oasis Club can be reserved for special weekend functions by military personnel or civilian Marines.

The Family Restaurant and the Lanzer's Lounge  provide base personnel comfortable places to dine.  The Family Restaurant (Nebo) is located in Building 301, and the Lanzer's Lounge (Yermo) is located in Building 573. 

The Oasis Temporary Lodging Facility offers short-term housing accommodations for military members, their families, and guests.  The mission of the lodging facility is to provide quality accommodations at a reasonable price.   For lodging availability and 24-hour message service, call (760) 577-6418.  The TLF office is located in 185A and 114, and is open Mondays through Fridays from 8 a.m. to 3:30 p.m.

Retail & Services Branch

The Nebo Super Seven Store (MCX) is located in Building 319 and is open Mondays – Fridays from 6:30 a.m. to 9 p.m., Saturdays from 8 a.m. to 9 p.m., and on Sundays from 10 a.m. to 6 p.m.   The store offers a variety of items for the convenience of Marines and their families such as clothing, small appliances and stereos, video rentals, food and beverages.  Call (760) 256-8974 for more information.

Gas station hours are Mondays – Fridays from 6:30 a.m. to 9 p.m., Saturdays from 8 a.m. to 9 p.m., and Sundays from 10 a.m. to 6 p.m.  Credit card sales are available 24 hours each day at the gas station. 

The Yermo Railhead MCX/Exchange is located in Building 582.  It's open Mondays through Thursday from 8 a.m. to 1:00 p.m.  During troop rotations, it's open Mondays – Fridays from 8 a.m. to 8 p.m., and Saturdays and Sundays from 10 a.m. to 5 p.m.  Contact the exchange at (760) 577-7782. 

Recreation Branch

Bowling Center:  Located in Building 342, the Bowling Center provides economical and convenient on-base bowling.   Enjoy snacks and beverages while you bowl a game or two.  Contact the Bowling Center at (760) 577-6264 and find out about monthly and weekend specials.   It's open Wednesdays – Fridays from 11 a.m. to 7 p.m., and Saturdays and Sundays from 10 a.m. to 6 p.m.

Information, Tickets and Tours (ITT):  Located in the Bowling Center, Building 342.  Hours are Mondays – Fridays from 8:30 a.m. to 4 p.m., and  is closed on Saturdays and Sundays.  ITT sells discounted tickets for several local amusement parks like Disneyland, Knott’s Berry Farm, Universal Studios and Calico Ghost Town. Tickets are also available for places such as Medieval Times, Wild Bill’s Dinner, Sea World, Catalina, museums, ski lifts, water parks, various harbor tours, fishing trips, group scheduled trips and selected hotels.  ITT can get you the best price for your next event or outing.  Call (760) 577-6541 for additional information.    

Tees 'N' Trees Golf Course:  Located on the north side of the railroad tracks, outside of the base, next to Building 100.  The golf course is open Mondays through Sunday  from Sunrise to dusk.  Enjoy the great outdoors seven days a week on the nine-hole golf course or double up and turn your game into 18 holes.   Golf carts are also available.  Many golf tournaments and special events are held.  Membership in the Southern California Golf Association is also offered.   Learn to play golf with a teaching professional or browse the Pro Shop and pick up some great buys. 

Hobby Shops:  Located in Building 375 are the Auto Hobby, Ceramic Hobby and Wood/Rock Hobby Shops.   The mission of the hobby shops is to provide Marines and their families with activities to enhance their skills and the quality of life.   

Auto Hobby Shop:  It offers you the opportunity for do-it-yourself work on your vehicle.  Qualified personnel are present to assist you.  Tools are also available.  It's open Wednesdays through Fridays from 12 a.m. to 7 p.m., and Saturdays and Sundays from 10 a.m. to 5 p.m.  For more information, call (760) 577-6441.

Ceramic Hobby Shop:  You can make all sorts and sizes of décor for your home.  Vases, pots and figurines can be custom finished to your liking.  It's open Wednesdays – Fridays from 12 a.m. to 7 p.m., and Saturdays and Sundays from 10 a.m. to 5 p.m.  Call (760) 577-6228 for additional information.

Wood/Rock Hobby Shop:  Enjoy the art of working with stones (Lapidary). The MCCS Marine & Family Services Division is here to assist the base in maintaining a high state of readiness.  Marine & Family Services is a tool that can be used to help the unit accomplish its assigned mission.  A trained staff of professionals is here to serve single and married Marines and sailors, family members, reservists on active duty, civilian Marines, retirees and other active-duty service members.

Clinical Prevention and Intervention

Marine & Family Services is staffed with licensed clinicians who provide counseling on a variety of topics such as crisis intervention, marriage and family enrichment, grief recovery, traumatic stress disorders, stress management, communication, and depression

We serve active-duty and retired military personnel and their family members.

New Parent Support Program

The New Parent Support Program offers valuable training to soon-to-be parents, new parents, or parents of children up to 6 years old.  The program offers the following classes and services: parenting skills classes; children’s developmental stages, behavior and discipline; getting to know your newborn; play mornings; "Mommy’s Basic Training"; prepared childbirth instruction; and "Daddy’s Baby Boot Camp."

Family Advocacy Program

The Family Advocacy Program supports unit and individual readiness by preventing spouse and child abuse when possible and intervening to rehabilitate and support families where abuse has already occurred. Supportive services for survivors of rape and sexual assault are provided to victim survivors.

Services include personal prevention education and coordination, command support, crisis intervention, case management, offender rehabilitation, victim advocacy and support, and professional military education.

Substance Abuse Counseling Center (SACC)

The SACC Mission is to provide Drug and Alcohol services to active-duty service members, retirees and their family members aboard MCLB Barstow.  The services offered include training and education intervention, community outreach, suicide prevention intervention, screening and assessment, treatment, and smoking cessation classes.

Victim Advocacy

Victim Advocacy provides supportive services to individual victim-survivors of spouse abuse and rape and sexual assault. This program advocates for the interests of victim-survivors within the base community and its intervention systems.  This program is available to active-duty service members and their family members.

Services include assisting victims in dealing with trauma, advocating for the protection and interests of the victim, assisting victims in developing a safety plan, assisting the victim in advocating for his or her rights, providing military and community information and referrals, and assisting victims in securing information on the status of their cases.

Civilian Employee Assistance Program (CEAP)

The Civilian Employee Assistance Program's mission is to provide education and assistance to civilian Marines and their families working at MCLB Barstow.  CEAP's goal is to maintain a highly efficient and effective workforce.

CEAP services include assessment, supervisor consultation, confidential short-term counseling, interventions, prevention education classes, information and referral, and management consultation.

Disaster and Crisis

Marine & Family Services Division serves as the focal point of the command’s response to personal and family needs during natural disasters, mobilization, repatriation (returning to home country), critical incidents, and mass casualties.  We offer critical incident stress debriefings, individual and family assistance, 24-hour capability, and coordination with local resources.

Children and Youth Services

Child Development Center 

The Child Development Center's (CDC) mission is to provide the highest quality developmental care for your children.  The CDC program is accredited by the National Association for the Education of Young Children.

Located in Building 372, the CDC is open to children of all active-duty military personnel, Department of Defense (DOD) civilian employees and DOD contractors.  Full-day care, part-day care, before- and after-school care and hourly care for children 6 weeks to 12 years old are offered.  Phone number:  (760) 577-6287.

CDC's goals are to develop a positive self-concept, stimulate creativity, encourage curiosity, promote physical development, develop communication skills, and develop basic learning skills. 

In cooperation with the Department of Agriculture’s Child Care Food Program, the CDC provides meals at no additional cost to all children who are enrolled.

Youth Activities Center

The Youth Activities Center (YAC) is located at the Clara McKinney Complex aboard MCLB Barstow.  The YAC is open to the children of active-duty military personnel, Department of Defense (DOD) civilian employees and DOD contractors.  The YAC provides open recreation activities for children 6 years to 17 years of age and is open Tuesdays through Fridays from 2 to 6 p.m., and Saturdays from 10 a.m. to 6 p.m.  The YAC also operates an exciting summer program and is open from 10 a.m. to 6 p.m. on weekdays when school is not in session. 

The YAC features include a computer lab with educational and foreign language programs, video games on large-screen televisions, chess and checkers, a climbing wall, pool tables, air hockey, basketball, tetherball, ping pong, snack bar, arcade, pinball, and summer program.

Family Child Care

Family Child Care (FCC) is home-based day care provided aboard MCLB Barstow by a state licensed caregiver.  The caregiver is responsible for providing a child's five basic needs:  physical comfort -- rest, food, water and warmth; safety and security -- a dependable routine, protection from anxiety, and a trustworthy caregiver; love -- feeling of belonging and being cared about; self-esteem -- feeling lovable and capable of self-direction (beginnings of self-discipline); self-actualization -- feeling able to learn and develop without comparisons or competition.

The FCC provider will also check the home regularly for safety and comfort; provide nutritious food and adequate rest; establish a daily routine, which the child can learn to depend on; provide consistent guidance and discipline to help children develop appropriate social behavior; and provide age-appropriate activities to stimulate a child's interest in learning and joy in growing.

Prevention and Education

Exceptional Family Member Program

The Exceptional Family Member Program (EFMP) assists Marines in providing for the needs of their exceptional family member before, during and after relocation required by a change of duty assignment.

An Exceptional Family Member (EFM) is a Marine Corps family member with a condition requiring special medical, medically-related, or educational services. If you have an exceptional family member, enrollment in the program is mandatory.

Information and referral covers a very wide range of topics.  The goal is to provide Marines and their family members with the military or civilian information and assistance they need.  If the answer can't be immediately provided, someone will be found who can provide the answer. Personal Financial Management

The Financial Fitness office wants to provide everyone aboard MCLB Barstow with enough information about personal finances to improve his or her current financial situation. Here’s a glimpse of how it can help:  individual or group instruction on "financial fitness," developing good financial management skills, preventing financial difficulties before they arise, debt consolidation, check writing, how to read the LES, review the "Financial Fitness, Mission-Ready" interactive CD ROM located at Marine &Family Services (Building 129), the Library, and Headquarters Battalion.

Retired Activities Office

Located in Building 129, the Retired Activities Office is the link between the retiree, local military communities and other government and non-government agencies that provide assistance to retirees.

The Retired Activities Office can assist retirees with matters such as local regulations, entitlements, benefits and privileges. Transition Assistance Program

The Transition Assistance Program (TAP) is designed to help separating or retiring personnel and their family members make viable plans to move from military life into the civilian workforce. The following services and related lab equipment are provided by the transition counselor:  personal career and education appraisal for creation of a resume, career exploration to provide direction in the job search and career goals, assistance with job applications, preparing for the interview, veterans benefits support and assistance.

Family Member Employment Assistance

The program provides information and referral in the areas of employment, education, training and volunteer opportunities. Experienced personal services representatives work closely with on- and off-base agencies to provide a full range of employment-related services, such as winning your first job, career planning and employer expectations, career portability in the Marine Corps, writing resumes and filling out applications, career options and expertise evolution, matching applicant and employer expectations, developing effective job hunting skills, making the most of automated employment services, and youth employment opportunities.

Lifelong Learning

Base Education

Lifelong Learning is a concept that allows you to look at education in a different manner than what you may be accustomed to.   You do not have to stop being a Marine to go to school.  As a matter of fact, you have a head start, actually, several advantages that many college students today will never have.  As a Marine you have more discipline than most college students.   You have been trained to complete projects and you are task orientated.  All of these are qualities you will need in a college classroom.  You also may be able to receive college credit for the training that you have had in the Marine Corps.  There are other methods by which you can receive credit for the life experiences you have had, and these are at no cost to you.

Library Services

The Base Library is located in Building 218, in the Enlisted Club, behind the gas station.  The library has three computers with free Internet access.  You can do research, e-mail friends and family, or go shopping.

The Library also has a special Children's Corner set up just for kids.  Come sit in the cozy "living room" and share a special time reading with your children.  They'll love the wonderful children's books.

Marine Corps Family Team Building and Semper Fit Division

Located in Building 44 are the Marine Corps Family Team Building (MCFTB) and Semper Fit Division.   The MCFTB/Semper Fit hours are from 7 a.m. to 4 p.m. Mondays through Fridays.  Phone numbers: (760) 577-6971 or (760) 577-6543.

The base gym has the following services available to keep you in the best physical condition:  weight room, basketball courts, racquetball and tennis courts, playing field sports (football, soccer, baseball), equipment issue room, and aerobics.

The base gym/fitness center hours are Mondays through Fridays from 5 a.m. to 9 p.m., and Saturdays and Sundays from 8 a.m. to 3 p.m.  Call (760) 577-6898/6971 to find out about aerobics classes or other classes and events.

MCLB Wellness Program: The mission of the program is to provide a balanced program that will assist each individual in making proactive choices that will enhance his or her quality of life both at work and at home.

The MCLB Wellness Program is open to civilian employees at MCLB-Nebo and Fleet Support Division. Civilian Marines are encouraged to discuss with their supervisor their interest to participate in this program. Upon approval from their supervisor, the participants will be able to attend health education training as well as participate in physical activity on base three hours a week, for a total of 72 hours within six months. Physical activity will be permissible through the use of the base Gym, tennis courts, racquetball courts, walking groups and the swimming pool during specified hours.

The overall program consists of elements on wellness and safety by means of an exercise program and health education. Health education and training courses will be offered on nutrition, stress management, smoking education/cessation, back injury prevention, ergonomics, weight management, health management, and physical activity.

The program's vision is to help build the healthiest, safest, and fittest workforce in the nation.  There is an open enrollment.

Instructors are professionals who will conduct courses in areas of wellness and safety. They will contribute their skills, knowledge and expertise in order to complete the mission of the Wellness Program.

The instructors will conduct individual health behavior modification strategy classes. All classes will be held in the Aerobics Room located next to the base gym in Building 44.
